The nomination process will be open to all members of Interaction who join the convention prior to 31 January 2005 as well as to members of Noreascon 4, the 2004 Worldcon. Finally, PR3 includes "Interjection", the third and final in a series of fanzines by the Plokta Cabal who will be running the Interaction fan lounge and fan programming. The cover of PR3 is the third in a series of four to be designed by Hugo award winning artist Jim Burns, and inspired by the convention's riverside location and Glasgow's maritime history. US members' copies have been mailed by standard (bulk) mail. Most non-US members' copies have been mailed by International Surface Air Lift (ISAL) mail.
